Founded in 1998, we are independent from the influence of any mutual fund company or brokerage firm. Our independence is crucial to the in-house and rigorous nature of our investment process, which has produced tax-efficient investment results with below average volatility. We use our independent investment process to construct portfolios of individual bonds and stocks in order to lower your costs, maximize return, and control risk. We do not receive any commissions or trading fees and we are 100% employee owned.
Here at Northwest, the beginning, middle and end revolves around the “I” of every client. Because after all, our advice, talent, and insight in the financial markets means nothing if you can’t honestly say, “I’m better off having worked with them.”
Mark E. Scarlett, CFA, Matthew J.N. Roehr, CFA
Mark Scarlett, CFA®
Principal, Portfolio Manager
Mark co-founded Northwest Investment Counselors in 1998, bringing his extensive investment and analytical skills to the firm as an equity analyst and portfolio manager. Mark has worked in the investment industry for over 30 years with experience in portfolio management, equity and fixed income analysis, and commercial lending at companies such as CCI, Franklin Templeton and SunTrust Banks.
Mark is a Chartered Financial Analyst, and his academic background includes a Master of Business Administration in Finance from the University of California, Berkeley, and a Bachelor of Science in Mathematics from Vanderbilt University. Mark is active in the community, including serving as the girls’ varsity basketball coach at Riverdale High School. He also coached many years of youth soccer and basketball. He has been a deacon and elder at Lake Grove Presbyterian Church and has previously served on several non-profit boards such as the Morrison Child & Family Services.
Matt co-founded Northwest Investment Counselors in 1998 bringing his extensive investment and analytical skills to the firm. Matt has worked in the investment industry over 30 years with experience in portfolio management and equity analytics. Always interested in the challenges of investing in public companies, Matt approaches investments with a keen enjoyment and understanding of fundamental and quantitative analysis
Matt began his investment career in 1988 with Wilshire Associates, one of the largest pension consultants, in Santa Monica, Ca. There, he worked as an analyst assessing manager performance and risk for some of the largest defined benefit pension plans in the country. Matt returned home to Seattle in 1989 to work for Brueggeman & Johnson, P.C., a Certified Public Accounting (CPA) firm, specializing in the valuation of private businesses and litigation support. As a senior analyst he worked closely with other CFA’s and CPA’s providing complex valuation and litigation support services. Prior to starting Northwest Investment Counselors Matt worked at CCI, Inc. in Portland, OR as an analyst and portfolio manager from 1993 to 1998.
Matt earned the Chartered Financial Analyst designation in 1992 and holds a Master of Arts in Economics from University of California at Santa Barbara and a Bachelor of Science in Economics from Claremont McKenna College. Matt is a former volunteer with Habitat for Humanity, Dove Lewis Animal Hospital, and Catholic Youth Organization.
Michelle Castano Garcia
Principal, Wealth Manager
Michelle rejoined the team at Northwest Investment Counselors in 2013 where she is a principal and wealth manager. She brings over 30 years of experience in the wealth management and financial services industry to the firm. Prior to joining the firm, Michelle was a senior vice president, private client advisor with U.S. Trust, Bank of America Private Wealth Management where she was responsible for leading a team of professionals that were working with families in the areas of trusts, investments, and banking needs.
Michelle’s career has encompassed various management, sales, and marketing positions within the financial services industry. She managed the Wealth Management department for Washington Trust Bank in Portland, OR for over six years. She managed the sales and marketing responsibilities at Northwest Investment Counselors, Bank of the Northwest and Northern Bank of Commerce. She began her financial career with US Bank and spent over 10 years managing branches and working various sales and marketing positions.
Michelle currently holds her Series 7 and 66, Investment Securities Licenses. She graduated from Cannon Financial Institute, Personal Trust School at Boston University and has a Bachelor of Arts in Rhetoric and Communication from the University of Oregon. Active in the community, she is on the Sisters of St. Mary of Oregon Ministries Board and Chair of the Investment Committee. She is also on the Board of Trustees for Legacy Meridian Park Medical Foundation, Legacy Health Foundation and Legacy’s Unified Investment Committee. Michelle has spent years volunteering on boards and committees in the community, including the Oregon State Bar – Board of Governors, Oregon Community Foundation, SAGE (Senior Advocates for Generational Equity), CYO / Camp Howard and the Oregon Children’s Theatre.
Christel Parkinson Turkiewicz
Principal, Wealth Manager
Christel joined Northwest Investment Counselors in 2010 as a wealth manager utilizing both her networking skills and deep knowledge of the investment industry. Christel has worked in the investment industry for over 25 years with experience in corporate finance, retirement plans, investment education, and portfolio management.
She began her investment career in 1992 in San Francisco, CA at a small, start-up institutional brokerage firm, Pacific Growth Equities. There she worked on IPOs and secondary offerings. She moved to Portland, OR and went to work with CCI, Inc. in 401(k) sales. During her five years at CCI she established 401(k) plans and conducted over 200 enrollment meetings for their clients. Christel also moved into the role of portfolio manager where she managed over $300M of individual and pension money. For the next six years had her own investment education-consulting firm to explain the concept and importance of 401(k) plans and help companies enroll their participants. Christel has presented to many women’s groups on the importance of financial literacy and was featured in the documentary $avvy, released in 2021 which follows the historical, cultural, and societal norms around women and money.
Christel holds a Bachelor of Science in Accounting from the University of Colorado and a Master of Business Administration in Finance from the University of Oregon. She also earned the designation of Chartered Retirement Planning Counselor in 2011 and her Certified Divorce Financial Analyst designation in 2015. Active in the community, Christel is a past board member and Vice President of the non-profit, Youth Progress Association, as well as a past member of the School Advisor Council and Endowment Committee for Holy Family Catholic School. She is currently a member of the Legacy Council for Start Making a Reader Today (SMART), and regularly volunteers with S.O.L.V.
Alex Dolle, CFA®
Alex Dolle, CFA, is the Fixed Income Portfolio Manager at Northwest Investment Counselors where he is a member of the firm’s investment committee and oversees trading, research, and day-to-day management of client bond portfolios. Alex also assists the firm’s CCO with compliance management and supports Northwest’s wealth managers with the analysis and implementation of client financial plans.
Prior to coming to NWIC in 2014, Alex was a Senior Investment Analyst at Wilkins Investment Counsel in Boston, MA for five years, where he was responsible for fixed income portfolio management, research, and trading. Alex worked as senior financial analyst for Great American Group in Needham, MA, an appraisal and valuation firm, before beginning his career in investment management in 2008.
Alex earned the Chartered Financial Analyst (CFA) designation in 2011. Alex graduated cum laude from Bucknell University in 2005 where he earned a Bachelor of Arts in Economics and Political Science. During his time at Bucknell, Alex was a four-year member of the men’s varsity golf team.
Alex enjoys spending time outdoors with his wife Vanessa and two daughters, Ella and Uma. Alex is a member of the board of directors for the Forest Park Conservancy, where he acts as the Treasurer of the board.
Maria Elena Catala
Client Service Manager
Maria Elena joined Northwest Investment Counselors in 2017. As a client service manager, she is responsible for the daily management of our clients’ experience, and support for our portfolio and relationship management teams. Maria Elena joins the firm after working for 20 years managing and operating a family-owned business, Catrick Cleaners, Inc. and has experience in the insurance industry. She is driven by her commitment to understanding a client’s needs and dedicated to providing client satisfaction. Maria Elena brings passion, humor, and a disciplined approach to our firm.
Maria Elena was born in the Philippines and has eventually made her home in the Pacific Northwest. In her free time, Maria Elena greatly enjoys time with her family, traveling to each coast to spend with her four grown children and 10 grandchildren, being outdoors, reading and cooking, making traditional family favorite dishes.
Client Service Associate
We are excited to welcome Susan Calderon as our newest addition to the Northwest Investment Counselor’s team! She is joining us as a Client Service Associate. She has many years of experience in client servicing and operations. We are confident you will enjoy her friendly, personal, and professional manner.
Susan graduated from the University of Oregon with a Bachelor of Arts in Finance. She spent several years working for US Bank before taking some time to help her husband with his dental practice while raising their two daughters. As she re-entered the work force, she gained valuable experience as an administrator for a fast-paced medical sales company. For the past six years she has been an integral part of the finance team at Sisters of St. Mary of Oregon as an accounting associate.
Susan was born and raised in Oregon. She has been married to her husband, Raoul, for 30 years. Together they have two daughters, who are both Cardiac Nurses. Her favorite activity is anything that involves time together with her family. Some of the things they love to do together are hiking, traveling, golfing, cooking, and trying new restaurants. Though her daughters are now grown and out of the house, she and her husband still have their sweet 16-year-old cock-a-poo at home. We look forward to you meeting Susan soon!

All of our Portfolio Managers have earned the Chartered Financial Analyst (CFA®) designation, an internationally recognized, graduate-level program that provides a strong foundation of practical investment analysis and portfolio management skills.
Certified Divorce Financial Analyst (CDFA®)
A CDFA® professional is a financial professional skilled at analyzing data and providing expertise on the financial issues of divorce. The role of the CDFA® professional is to assist the client and his or her attorney to understand how the decisions he or she makes today will impact the client’s financial future. A CDFA® can take on many roles in the divorce process.
Chartered Retirement Planning Counselor (CRPC®)
A CRPC® designee can evaluate your financial status and design the optimal retirement plan for your lifestyle. Get the knowledgeable advice you need on issues such as planning for health care, asset management, beneficiary designations, income tax considerations, estate planning, and more. A CRPC® designee can even help you determine the best time to retire or assist you in expanding on the plans that you’ve already made.
